Yeah, any cheap Android 4.0 phone will do the trick, and as MTK based 
phones are usually dual SIM, you can buy a data-only SIM (as they might 
be cheaper/faster/etc. than adding a data plan to the main SIM card) 
that will get tethered, while your default, phone SIM can remain for... 
well phone calls. I personally don't like the idea of putting a SIM card 
inside a tablet. My phone is always with me, and I don't want to pay for 
a data plan I rarely use.
