Yes, when given the right target cpu information.
OoOE has the benefit that the CPU performs part of the optimization
runtime, making same binary code run at good speed across a wider range
of CPU generations. This is of great value to any distribution
distributing binaries meant to be run on more than one CPU generation
(i.e. practically all distributions except maybe gentoo)
