I am thinking of making anything modular, but have to  check  this  with
the chip manufacturers.

Currently I do not know, how to configure one of the PCIe  4x  ports  to
support one 4x and four 1x On-Board.

I mean, I configure ony PCIe port, to  support  4  Mini-PCIe  cards  and
design the PCB to have the cards in direction front of the PC.
the second PCIe 4x I will place it on a expansion board where I like  to
have a PCIe 4x Riser-Slot, BUT it must be build to block the 4 Mini-PCIe
cards.  Which mean, you can have only one 4x or four 1x.

Unfortunately this PIG will be in total bigger as a Mini-ITX (170x170mm)
but is the design, I like to use in my PanelPC.
