To start off with, I created MD5SUMS for all the files to help with
verifying that the file that is downloaded is the right file.

I also went ahead and verified that the files work in 7zip ( version
9.20), and I found the results as:

Opened properly in 7zip:
tools.tar.gz (135.62 MB, MD5SUM: c13d537f529dd40b5afab5222b4dc23c )

Did not open properly in 7zip: ( Invalid archive, and placed in same folder)
