[Arm-netbook] LCD goes haywire after inactivity

The LCD does not turn off, it goes weird: semi-random patterns.

So DPMS is _trying_ to turn it off, but incorrect signals are getting sent 
and that messes up the display big time.

If it turned of cleanly and then failed to come back it would be a much 
less problematic issue.
