AFAIK you cannot buy a netbook without WiFi nowadays.
The best you can hope for is ability to disable via BIOS. (Atom-based
ASUS eeePC?)

If not, you can disable it at the Linux kernel level, by disabling the
WiFi driver (blacklist your wifi linux kernel module) at the
boot-loader.
