I'm not sure I'd be comfortable doing so, not least because I don't think I 
have the skill set for managing something like this, and I also don't have the 
kind of background for working with grants, applications and the accompanying 
paperwork. I have worked with people who have been involved with such things 
in academia, and my impression is that experience with these processes counts 
for a lot.

Maybe there are people you know with more experience with such matters, also 
with project management experience in the hardware domain, who might be worth 
approaching. I also imagine that you would really want someone closer to the 
action than people like me watching the action from several time zones away.
