What do you mean exactly?

- Do you mean that you'd need Microsemi's proprietary FPGA toolchain to
  re-generate the FPGA bitstream of the "southbridge" (which is not part
  of the mainboard, but arguably necessary in order to make good use of
  the board)?

- Or do you mean that some/many (important) hardware blocks are nonfree
  *hardware*?

- Or do you mean that nonfree firmware or drivers are required (which
  I've seen no indication of)?
