[Arm-netbook] ESD protection

Hello,

I just wanted to raise awareness of problems potentially linked
to lack of ESD protection on some boards.

I'm no EE, and my electronics background is near zero, so I
cannot asses if EOMA68 boards (CPU & docks) are affected or not...
