That sounds odd. It is a dependency of e.g. dpkg, coreutils and
util-linux. All three are essential packages (that is: must be
installed on the system). Thus also their dependencies must be
installed.
See the output of:
ldd /bin/ls | grep selinux
dpkg -L libselinux1
