 yep it was a hardware fault.  i just powered up the spare board (the
early one with the PWRFBOUT line missing), put a wire from the
RTL8201CP over to the EOMA68 connector and ethernet worked fine.

 so, that means that with this config here:

 the remaining hardware should be absolutely fine.  actually while i'm at it...

 yep.  wrong address for the MEB I2C EEPROM, (that should be 0xA2 not
0x51), but it confirms I2C working fine.
