I would have thought that the various government security agencies would have
liked open hardware (that can be verified as open) to run in security sensitive
govt departments. This is to ensure that some foreign power has not inserted
some backdoor/... - look at the recent fuss about Huawei.

That is, of course, that they don't want us to know what they have done to the
CPUs that we buy .....
