an off-the-shelf a10 7" tablet with a 1024x600 capacitive LCD screen can 
be had for around €130 (quantity 1 from china). no GPS but does include 3G.

so an upper bound should be <€150 (apart from the screen).

don't consider not getting capacitive touch.
