 well if all the components are 3.3v (which was the idea behind
Cardbus) but the power can go up to 5.0v then yes you just use LDOs
etc as appropriate.

 if however you absolutely absolutely must have 5.0v components you
have to have a step-up converter as well.

 the AXP209 has a mixture, it's pretty sophisticated.  it can take
battery at 3.8v and convert it to 5.0v.
