My understanding is that it's because it's not yet a driver, more of a
prototype exploring the MALI hardware without access to documentation.

I think the plan is to then write a Mesa/Gallium driver based on the
reverse engineered hardware programmers documentation (code + notes),
but it's a bit too early to discuss what such driver would look like.
