If FEL mode do not work then SD booting have very very slim chance of
working. Quite likely the CPU is not getting powered properly or other
fundamental problem. Not worth spending much more time on it until the
hardware designers figure out what they did wrong.

Once you get as far as powering up the CPU in FEL mode working there is
still a million things that can go wrong.
