the requirements which are absolute and inviolate are:

* the EVB schematics and PADS (PCB) files must be available to work from

* datasheets for all critical parts (typically CPU and PMIC) must be available

* the full GPL Linux and boot-up software must be available - legally
i.e. WITHOUT illegal NDAs

the requirements which are prioritised from there are:

* the VPU (if there is one) must have full GPL source code legally available

* the GPU (if there is one) must have full GPL source code legally
available AND NOT JUST FOR THE KERNEL BUT ALL USERSPACE LIBRARIES AS
WELL.

* last but not least, the processor has to have a decent
price-performance metric or some other metric which makes it
worthwhile turning into a commercial product.

so does that make it clear?

the absolute and inviolate requirements MUST be met.  it is of course
of fuck-all use if the schematics, or the source code, or the
datasheets are "going to be made available some time in the future".
likewise, it's no good crying over the fact that THERE IS NOT EVEN ONE
SINGLE SoC WHICH SATISFIES THE FULL REQUIREMENTS.

so.

if you can find processors which meet these requirements NOW - not in
2 months time - NOW - not in 6 months time - NOW - then i'm
interested, and will work with the SoC vendor to get it into a board,
and sold.

from the money so earned, it will then be possible to increase the
requirements above into absolute and inviolate requirements.
