So... a 500W graphics card which gets used for... oh say an hour daily...  It
matters whether it draws 5 W or 10 W idle?  that's only... (115 W / 500 W) 23%
more use.  And that's assuming the difference really is that great.

Wouldn't this be better handled by increasing the cost of electricity?
