There are two issues with that:

1) Are you seriously expecting the entire application stack to be 
re-written from C to something else?

2) C compilers that can do this have been successfully written (Intel 
ICC/XE can do both vectorization and parallelization of code). So 
clearly the problem isn't in the language.
