Hmm.. have maybe d+/d- been switched? Or shorted? Or perhaps connected
to the wrong pins?

The only parameters FEL should depend on are
- Sufficient CPU voltage
- Correct 3.3V I/O voltage
- Correct clock crystal frequency

No sign of life from the UART either?

sunxi-current u-boot SPL activates UART very early. If that too is
failing then it is not a good sign. Early UART operation depends on
- Sufficient CPU voltage
- Reasonable 3.3V I/O voltage
- Reasonable clock crystal frequency
