 that's what's in the data structure in memory of the binary kernel.
max_clock is an _extra_ parameter that's been added which is _not_ in
the binary 2.6.24.2 kernel, but i know about that because i saw it got
added somewhere by mer-smartq.

 exactly which of those parameters is relevant, and what they do i
have no idea :)
