For the record, I feel called on to point out that Devuan has done most of that for you, but I suspect that you already know that, and it wasn't ready at the time.
So you other guys: If you're removing systemd from Debian, just use Devuan instead -- it's already (mostly) been done for you!
Why do I say mostly? There are a few vestigial traces in the system -- such as libsystemd0, which provides a few systemd interfaces in a form that just reports that systemd is not present. I think that package should really be called something like nosystemd.
