Is this enough ? Or close to enough for a fully libre BCM2837 system to make it worth taking a look ?

unfortunately just the firmware being entirely libre isn't enough if the company itself operates as a totally unethical cartel.
broadcom is at heart a completely unethical company. the only reason they have released firmware is because they're absolutely deluged with complaints, because of the popularity of the raspberry pi products.
now, if that situation ever changes and you hear of a way to *guarantee* getting hold of BCM2837 processors... and get hold of the schematics and get hold of the datasheet and get hold of a PCB CAD Reference Design... *ALL WITHOUT AN NDA*....
.... *then* it can be considered.
