 yes.  the unsubscription would be to get peoples' attention.  it's
entirely possible that they either simply don't believe that i can or
will do what i say that i will do, or they're not paying attention.
unsubscription would be a wake-up call.  i wouldn't stop people
re-subscribing, but if they *again* ignore the rules set for the
benefit of both themselves and the long-term usefulness of the project
i'd sadly have to reconsider.

 bah, humbug.  being a project manager for a free software project is
always awkward when it comes to setting working practices.
